Why do Police Departments require officers to have to carry a weapon that will not break a window. I've watched too many of these police chases where no matter how many times the windows are hit they don't break. Why not something that would break the window? What they are using is a waste of tax dollars. Plus the Officers look like fools flailing away for ten minutes with no avail which undercuts their public credibility as functional Civil Servants.
